VET4Digital is an international project developing digital skills within vocational education and training (VET) systems in Rwanda, Cameroon, Kenya, and Tanzania. Coordinated by the Central European Chamber of Commerce, the project aims to better align vocational education with labor market needs and improve participants’ employment opportunities.

The Central European Chamber of Commerce Coordinates the VET4Digital Project

Digital technologies are rapidly transforming the way people work, learn, and develop professionally. As industries become increasingly digital, employers are looking for individuals who possess not only basic digital literacy but also practical skills that can be applied directly in the workplace.

The VET4Digital project was created to address these challenges by strengthening digital competencies and supporting the modernization of Vocational Education and Training (VET). Implemented through cooperation between European and African partners, the project focuses on activities in Rwanda, Kenya, Tanzania, and Cameroon.

As the project coordinator, the Central European Chamber of Commerce contributes to its analytical and development activities, helping create solutions that better align vocational education with labor market needs.

VET4Digital: From Digital Skills Research to Action

The first phase of the project focused on assessing digital skills in the partner countries. Research examined the competencies of learners, the preparedness of trainers and teachers, the availability of digital infrastructure, and employers’ expectations.

Based on these findings, the Central European Chamber of Commerce prepared the VET4Digital Main Report, which combines results from all four countries and identifies key areas requiring further development.

The project is now moving from identifying needs to developing and implementing practical educational solutions.

What Challenges Does Vocational Education Face in Sub-Saharan Africa?

Research conducted as part of VET4Digital identified several common challenges related to digital skills development and vocational education in the partner countries.

One of the main issues is the limited connection between theoretical knowledge and practical workplace experience. Another challenge is the rapid pace of technological development, which existing training programs do not always keep up with.

Some educational institutions also face limited access to suitable equipment, software, and stable internet connectivity. The report additionally highlights the need for stronger cooperation between vocational education providers and employers so that skills development better reflects real labor market needs.

What Digital Skills Does VET4Digital Develop?

The next stage of the project involves the creation of a shared VET4Digital curriculum covering key areas of modern technology, including:
  • cybersecurity,
  • cloud technologies,
  • computer networking and systems administration,
  • data analytics,
  • artificial intelligence,
  • web and mobile development,
  • digital entrepreneurship.

The curriculum will also include transversal skills that are increasingly important in today’s labor market, such as digital communication, teamwork, problem-solving, and project management.

While most of the curriculum will be common across all partner countries, selected elements will be adapted to local needs and conditions.

VET4Digital E-Learning Platform and Educational Resources

A major project outcome will be the development of an e-learning platform supporting the entire learning process – from course participation and practical assignments to assessment and competency validation.

Participants will have access to educational materials, videos, presentations, quizzes, and practical exercises. Trainers and teachers will receive tools and guidance to support effective course delivery.

The platform will also enable learners to build digital portfolios showcasing their acquired skills and completed projects.

Train-the-Trainer – Developing the Skills of VET Teachers and Trainers

To ensure the long-term impact of the project, VET4Digital places strong emphasis on preparing local trainers.

Through the Train-the-Trainer program, teachers and trainers will develop skills related to using the platform, delivering practical training, assessing learner progress, and applying competency validation methods.

This approach will help create a sustainable network of qualified trainers capable of continuing educational activities beyond the project’s lifetime.

Work-Based Learning – Practical Education and Employer Engagement

A central element of the project is learning through practical workplace experience (work-based learning). Training activities will be based on practical tasks, projects, simulations, and real-world challenges encountered in professional environments.

Employers will play an important role in curriculum development, participant mentoring, and the assessment of learning outcomes. Their involvement will help ensure that acquired skills remain relevant and aligned with labor market needs.

One example of a practical vocational module that may be included in the project is digital furniture design, demonstrating how digital tools can support professional design processes and technical occupations.

Accessible Digital Education for Different Groups of Learners

VET4Digital aims to make digital education accessible to a wide range of learners, including young people, women, unemployed individuals, rural communities, and people with disabilities.

Educational resources will be designed for use across different devices and in environments with limited internet connectivity, helping support equal access to professional development opportunities.

What Are the Next Stages of the VET4Digital Project?

The project is now entering its implementation phase. Upcoming activities include:
  • development of the VET4Digital curriculum,
  • creation of educational materials,
  • adaptation of the e-learning platform,
  • development of competency assessment tools,
  • trainer preparation,
  • pilot training courses in partner countries.

​The results of the pilot phase will be evaluated and used to further improve the project’s educational resources and teaching methodologies.
